外務省、パスポートの別名併記で英語版説明文用意

旧姓等使用の女性がSNS発信、大臣回答話題に

　外務省は6月21日、旅券（パスポート）の別名併記制度について、英語で説明したページを用意したとして、海外での入国審査等で説明する際に活用できる旨を周知した。一部SNSで旧名併記のパスポートを所持する女性が海外入国時の説明に困る旨を発信、河野外相がSNSで回答をコメントするなど、外務省の対応が注目されていた。
　それによると、日本の旅券はICAO（国際民間航空機関）文書第9303号に準拠して作成され、旅券面の氏名は戸籍に記載された氏名が記載されるが、(1)外国人配偶者の氏、(2)二重国籍者の他の国籍の氏名、(3)旧姓−−の3ケースでは括弧書きによる別名併記が認められるケースがある。
　ただし、括弧書きによる別名併記は、ICAO文書第9303号には規定されていない例外的な措置のため、ICチップやMRZ（Machine Readable Zone）には別名が記録されず、入国審査では旅券のICチップやMRZに記録されている氏名やビザ（米国のESTA等を含む）に記載された氏名、航空券に記載された氏名を照合するため、これら3つの氏名は一致している必要がある。
　また、渡航先国の出入国管理当局等は、必ずしも日本旅券の別名併記制度に精通していないことから、旅券に括弧書きで記載された別名の意味が理解されず、説明を求められる場合があるとし、こうした場合、まずは旅券の所持人自らが旅券に併記された氏名について説明する必要がある。今回は、そうした説明時に活用できるよう、こうした説明内容を英語にし、外務省のクレジット入りでホームページにアップしたもの。英語版説明資料のURLを示して活用できる旨周知している。

SYSTEM TO INDICATE OTHER SURNAME AND/OR OTHER GIVEN NAME ON JAPANESE PASSPORT

The specification of Japanese passports basically comply with ICAO Doc 9303 by the International Civil Aviation Organization (ICAO), except that other surname and/or other given name may be indicated in brackets in the name field in Japanese passports.

The formal surname and the formal given name of the bearer indicated on Japanese passports shall be based on the Japan’s family register. However, other surname and/or other given name in brackets could be indicated after the formal surname (primary identifier) and/or the formal given name (secondary identifier) on the data page of the passport, if the Minister for Foreign Affairs or the Consular Official, based on the request from the passport applicant, confirm the other surname and/or the other given name that are different from the formal surname and/or given name indicated in the family register through official documents issued by the public authority and deem it especially necessary for the convenience of the bearer’s traveling and staying abroad.

Other surname and/or other given name in brackets after the formal surname and/or the formal given name on Japanese passports are as follows:
　(1)Surname of the bearer’s foreign spouse,
　(2)Surname and/or given name of the bearer in other nationality,
　(3)Former surname.

Please also note that other surname and/or other given name may appear in the visual inspection zone (VIZ) only. They are not indicated in the machine readable zone (MRZ) and not recorded in the IC chip of the ePassport.

As the Japanese nationality and status of the passport bearer is confirmed through collating the formal surname and the formal given name with the family register by the Japanese authorities, the Minister for Foreign Affairs of Japan requests all those whom it may concern to allow the bearer, a Japanese national, to pass freely and without hindrance and, in case of need, to afford him or her every possible aid and protection.
